Private driveway or public road?
On private land
A skip wholly on suitable private land usually does not need a public-road skip permit. You still need permission to use the space and suitable access for delivery.
On a road, pavement or verge
Permission from the responsible roads authority must be in place before delivery. An empty parking bay is not permission to put a skip there.

Dundee City Council: Section 85 permission
Section 85 is the Scottish road-permission process for placing a builders’ skip. The council’s application asks for the location, a sketch plan, the dates and the skip owner’s details.
Its published guidance asks for the application to arrive at least five working days before the proposed start. Metered bays and council car parks may need parking arrangements and extra charges.
Read Dundee City Council’s skip application and guidance. Confirm current fees and conditions when arranging the booking; do not rely on an old quoted fee.
Before a roadside skip is delivered
- Agree the exact spot. Give the address and identify the road, footway or verge involved.
- Confirm who applies. Agree the applicant, required notice and approval before delivery.
- Check the conditions. Follow the permitted dates and any lighting, marking, guarding or parking requirements.
- Plan collection. Arrange uplift before permission expires or agree an extension in time.

Rubbish removal may suit a ready clear-out when there is no suitable space to keep a skip. The collection vehicle still needs a safe, lawful loading place. Compare skip hire and rubbish removal.
